Climate adaptation is increasingly a local planning issue in Cambridgeshire. The county is dealing with hotter summers, pressure on water resources, flood risk and the need to make homes, transport networks and public services more resilient to extreme weather.
Cambridgeshire County Council’s Climate Change & Environment Strategy 2026–2028 explicitly includes resilience to extreme weather alongside emissions reduction and nature recovery. That reflects an important distinction: cutting greenhouse-gas emissions addresses the causes of climate change, while adaptation focuses on reducing harm from changes that are already occurring or expected.
Heat is becoming a design question
Periods of high temperature affect health, buildings, transport and energy demand. In a county with rapid housing growth, adaptation increasingly involves how new and existing buildings manage overheating, shade and ventilation.
Urban trees and green spaces can help reduce local heat exposure, while building design can limit the amount of heat retained indoors. These measures do not eliminate risk, and their effectiveness varies by location and building type, but they form part of a broader resilience strategy.
Flood risk differs across the county
Cambridgeshire also faces several types of flood risk, including river flooding and surface-water flooding after intense rainfall. The scale of risk is not uniform across Cambridge city, the Fens and the wider county, so local planning needs to reflect specific catchments and drainage systems rather than rely on a single county-wide solution.
Adaptation can include conventional flood defences, improved drainage, sustainable drainage systems, wetland restoration and changes to land management. Development decisions also matter: building in areas of higher risk can increase future exposure if mitigation is inadequate.
Infrastructure and public services
Extreme weather can disrupt roads, rail, power systems and health services. Heat can affect transport infrastructure and increase pressure on health and care services, while heavy rainfall can overwhelm drainage systems or interrupt travel.
For local authorities, resilience therefore extends beyond environmental policy. It touches housing standards, emergency planning, highways, public health, social care and the design of new neighbourhoods.
Adaptation is not the same as prediction
Climate projections describe changing probabilities and long-term trends; they do not mean every individual flood or heatwave can automatically be attributed to climate change. Good adaptation policy works with uncertainty by preparing for a range of plausible conditions rather than assuming one precise future.
For Cambridgeshire, that means planning for growth while recognising that infrastructure built today may need to operate under different temperature, rainfall and water-supply conditions for decades. The practical test of adaptation will be whether communities can continue to function safely as those pressures increase.
